Temporary residence in Montenegro through property ownership
Property ownership can be a legal basis for temporary residence, but it does not create an automatic permit, work right, permanent residence or citizenship. The applicant, ownership share, official property value and general immigration conditions must all qualify.
1. What property ownership can provide
The published rules allow temporary residence for using and disposing of real estate owned in Montenegro. Eligible categories listed in the law include family and holiday houses, villas, apartments, hospitality premises, mixed residential-business buildings and business premises.
The permit may be issued to a person who owns at least one half of the property. Ownership is proved by a current property folio or another cadastral document accepted by law.
Buying a property creates a possible basis for an application, not a guaranteed approval.
2. The €150,000 value rule
For applicants subject to the value requirement, the official proof is the local authority’s real-estate transfer-tax assessment. Its tax base must be at least €150,000. An asking price or private valuation alone is not the statutory evidence described in the published text.
The value-proof obligation does not apply to citizens of EU member states or their family members, regardless of the family member’s nationality, nor to citizens of Iceland, Liechtenstein, Norway and Switzerland.

3. Prepare the application file
The official government guidance lists general conditions including means of subsistence, accommodation, health insurance, a valid travel document, evidence supporting the application and the absence of specified security, public-order and criminal obstacles.
The exact list, translations, legalisation or apostille requirements depend on the applicant and current MUP practice. Request a written checklist from the competent Ministry of Interior office before collecting time-sensitive documents.

4. Application, timing and renewal
The government guidance states that the application is submitted in person to the Ministry at the place of residence. A complete application filed before the end of lawful 90-day stay allows the applicant to remain until a final decision; the published decision period is 40 days.
Residence based on property is issued for one year. An extension application should be filed in person no later than 30 days before expiry, with a valid travel document and renewed evidence of the legal basis.
5. What the permit does not automatically provide
Property-based temporary residence is separate from a temporary residence and work permit. Do not assume that it authorises employment or business activity without the appropriate legal basis.
Permanent residence and citizenship are separate procedures with their own conditions. The official guidance also lists circumstances in which temporary residence may end, including loss of the basis and certain periods outside Montenegro, so travel plans should be checked with MUP.
